Ireland: Tăng cường đầu tư khởi nghiệp giữa mùa dịchNăm 2020, Cơ quan Doanh nghiệp Ireland đã đầu tư hơn 48 triệu Euro vào các công ty khởi nghiệp ở Ireland – mức tài trợ cao nhất mà cơ quan Nhà nước trao cho các công ty ở giai đoạn đầu của quá trình khởi nghiệp. Nguồn vốn đầu tư này đến từ Quỹ Duy trì Doanh nghiệp trong dịch Covid-19 và sự gia tăng các khoản đầu tư khác nhằm hỗ trợ có hiệu quả cho các công ty khởi nghiệp tiềm năng.Năm 2020, Cơ quan Doanh nghiệp Ireland đã đầu tư hơn 48 triệu Euro vào các công ty khởi nghiệp ở Ireland – mức tài trợ cao nhất mà cơ quan Nhà nước trao cho các công ty ở giai đoạn đầu của quá trình khởi nghiệp. Nguồn vốn đầu tư này đến từ Quỹ Duy trì Doanh nghiệp trong dịch Covid-19 và sự gia tăng các khoản đầu tư khác nhằm hỗ trợ có hiệu quả cho các công ty khởi nghiệp tiềm năng. Là một quốc gia cởi mở và có sự kết nối toàn cầu rộng rãi, Ireland được mệnh dành là cánh cửa bước vào thị trường thế giới dễ dàng đối với nhiều doanh nghiệp. Về vị trí địa lý, Ireland dễ dàng kết nối giao thương đến Châu Âu, Mỹ và Trung Đông. Về kinh tế, Ireland là quốc gia cùng một lúc là thành viên của 2 khối kinh tế lớn: Liên minh Châu Âu (EU) và khu vực đồng tiền chung Euro (Eurozone). Ngoài ra, đất nước này cũng là nơi đặt trụ sở của rất nhiều doanh nghiệp, tập đoàn đa quốc gia tên tuổi thế giới: 50% công ty dịch vụ tài chính lớn nhất thế giới có mặt ở Ireland, 9/10 công ty dược phẩm lớn nhất thế giới có trụ sở tại đây, 10 công ty lớn trong ngành công nghệ như Google, Facebook, Paypal, Yahoo, Twitter, Ebay, Amazon… Hệ thống hỗ trợ doanh nghiệp ở Ireland gồm nhiều cơ quan, đầu mối chỉ đạo chung là Bộ Việc làm, Doanh nghiệp và Đổi mới Sáng tạo; cơ quan chịu trách nhiệm chính hỗ trợ DNNVV là Cơ quan Doanh nghiệp Ireland (Enterprise Ireland) và các cơ quan liên quan. Năm 2020, Cơ quan Doanh nghiệp Ireland đã đầu tư hơn 48 triệu euro vào các công ty khởi nghiệp ở Ireland – mức tài trợ cao nhất mà cơ quan Nhà nước trao cho các công ty ở giai đoạn đầu của quá trình khởi nghiệp. Enterprise Ireland đã hỗ trợ 125 công ty mới thành lập vào năm 2020, gần bằng tổng số 127 doanh nghiệp đã được hỗ trợ đầu tư vào năm 2019. 80 công ty khởi nghiệp có tiềm năng lớn – những doanh nghiệp có tiềm năng tạo ra 10 việc làm và doanh thu 1 triệu euro trong vòng 3 đến 4 năm kể từ khi thành lập – đã nhận được tài trợ. Các lĩnh vực chính mà Enterprise Ireland đầu tư bao gồm công nghệ tài chính, an ninh mạng, y tế kỹ thuật số và công nghệ nông nghiệp, với một nửa số công ty khởi nghiệp có trụ sở bên ngoài Dublin. Ngoài ra, 38 công ty khởi nghiệp do phụ nữ lãnh đạo cũng đã được tài trợ. Tỷ lệ công ty khởi nghiệp có tiềm năng do phụ nữ lãnh đạo đã tăng từ 7% năm 2011 lên gần 24% vào năm 2020. Kế hoạch Hành động của Cơ quan Doanh nghiệp Ireland dành cho phụ nữ trong kinh doanh đã được đưa ra vào năm ngoái. Kế hoạch này nhằm mục đích tăng cường sự tham gia của phụ nữ vào khởi nghiệp và lãnh đạo doanh nghiệp. Hiện nay, Cơ quan Doanh nghiệp Ireland đang tích cực hợp tác với các cơ quan, tổ chức hỗ trợ khởi nghiệp tại Việt Nam và xây dựng các chương trình chung, trang bị kĩ năng, kiến thức kinh doanh, giúp các doanh nghiệp khởi nghiệp từ Ireland sang Việt Nam và từ Việt Nam sang Ireland tiếp cận thị trường. Đối với nguồn lực khởi nghiệp, hai bên sẽ trao đổi nhân sự cũng như thông tin về các chương trình ươm tạo và tăng tốc khởi nghiệp cùng nhau. Đồng thời Cơ quan Doanh nghiệp Ireland sẽ xây dựng nhóm nhà đầu tư thiên thần chung và hỗ trợ nhau cung cấp nguồn chuyên gia, cố vấn khởi nghiệp tại chỗ. Việc hợp tác giữa Cơ quan Doanh nghiệp Ireland và cộng đồng khởi nghiệp tại Việt Nam sẽ mở ra những hướng đi mới tốt đẹp cho cả hai bên. Hiện nay, Việt Nam đang đẩy mạnh triển khai chương trình đào tạo khởi nghiệp đến học sinh, sinh viên các trường đại học, cao đẳng trên toàn quốc. Do đó, những kinh nghiệm hỗ trợ khởi nghiệp trong các trường đại học tại Ireland sẽ mang lại những hiệu quả tích cực trong việc hỗ trợ xây dựng giáo trình đào tạo khởi nghiệp tại các trường tại VN. That is the highest level of funding the State agency grants to companies at the early stages of the startup process.The funding comes from the Covid-19 Sustaining Enterprise Fund and an increase in other investments to effectively support potential startups.Enterprise Ireland supported 125 startups in 2020, nearly equal to the number of 127 businesses receiving investment support in 2019.80 high potential startups – those with the potential to create 10 jobs and EUR1 million in revenue within 3 to 4 years of their inception – have received funding.The key areas that Enterprise Ireland invests in include financial technology, cybersecurity, digital health and agritech, with half of the startups based outside of Dublin.In addition, 38 women-led startups were also funded. The percentage of potential startups led by women increased from 7% in 2011 to nearly 24% in 2020. Enterprise Ireland’s Action Plan For Women In Business was launched last year with the aim of increasing women’s participation in startup and business leadership.Currently, Enterprise Ireland is actively cooperating with startup support agencies and organizations in Vietnam in building joint programs, equipping business skills and knowledge, helping startups from Ireland to Vietnam and from Vietnam to Ireland access the market. For startup resources, the two sides will exchange personnel as well as information about startup incubation and accelerator programs together. At the same time, the Enterprise Ireland will build a common group of angel investors and provide on-site startup expertise and mentoring.The cooperation between Enterprises Ireland and the Vietnamese startup community will open up new and good directions for both sides. Currently, Vietnam is promoting the implementation of startup training programs for students of universities and colleges across the country. Therefore, the startup support experience of Irish universities will positively support the development of startup training curricula at Vietnamese schools.
